POLITICAL VIOLENCE REPORT 19-31 JANUARY 2002

Overview

As the presidential campaign begins in earnest, of gravest concern are the 16 politically motivated murders that were reported in the month of January. This figure may be higher as it is possible that other deaths went unreported. This is the highest number of deaths recorded in any one month since the first politically motivated murder that was recorded in March 2000. This confirms the oft-repeated assertion that Zimbabwean elections are almost always accompanied by gross human rights violations and loss of life. These human rights violations undoubtedly build up a climate of fear and terror among the electorate. It also puts paid to any suggestions that political violence may be on the decline when in fact it is increasing at an alarming rate.

In addition, the remains of Moffat Soka Chiwaura, an MDC supporter abducted in Bindura in December, were found in January.

Although spontaneous incidents of political violence do occur between groups of party supporters, it is of great concern to the Human Rights Forum that carefully orchestrated violence is still prevalent as part of a modus operandi to crush opposition party support.

The attack on schoolteachers, whose recognised competence to influence and inform their communities has long been considered a threat by the government, continued unabated. It is lamentable that this violence which also affects school children has been allowed to continue without redress. At times government ministers and officials have been at the forefront of the onslaught which has not only disrupted schooling but has also displaced numerous teachers and their families who have been forced to flee the areas in which they were being prosecuted. At least 35 schools were reported to have been closed in Masvingo. The Zimbabwe Teachers Association (Zimta) has also condemned this relentless attack on teachers who are real or perceived MDC supporters.

MDC members have frequently been arrested in cases where they are in fact the victims of violence who had gone to the police station to make a report. This has inhibited the reporting of criminal violence to the police. In addition some of these victims have been assaulted while in police custody.

However it is encouraging to note that in some areas members of the police force have stopped displaying bias in apprehending MDC supporters accused of perpetrating violence. A commendable effort to respond to attacks on members of the opposition by making arrests has been made, as was the case in the murders of Richard Maphosa and Richard Chatunga – Zanu-PF supporters have since been arrested and charged with these murders.

Numerous roadblocks set up around the country by Zanu-PF youths have made Zanu-PF party cards passports of safety for travellers, seriously infringing their freedom of movement.

In Bindura MDC supporters’ homes were evicted from their homes which were then occupied by Zanu-PF militia and converted in bases for their use. The establishment of bases from which to unleash reigns of terror has become a well known campaign tactic of Zanu-PF. Bases were also reported to have been established in the following areas: Torwood in Redcliffe and Gwelo Township in Buhera. Bases have also been set up at Chinorumba, Chinyabako Township and Jerera Growth Point in Zaka District. These bases are under the command of a war veteran called Vainer Rukwara.

In the narrative of this report statements taken from victims in the period under discussion have also been included even though some of the incidents are from early January and others from December 2001. This is not unusual as it often takes time for victims to report violations committed against them: they delay reporting for fear of further recrimination. Nonetheless, these stories still must be told. First hand statements from victims backed up with medical assessments provide reliable material on the violence and intimidation occurring on a large scale throughout the country.

Initials are given for statements from victims whose names have not yet been given in the public domain and who wish to have their identities protected by having their names withheld.

NB. Figures provided for the period 19-31 January reflect only incidents that actually occurred during this time period, as do the cumulative figures for January 2002.

 Cases of Political Violence

 Bikita East / West

12 January 2002

·     CM is a 62-year-old woman.  She was at her homestead in Chief Mukanganwi’s area when several Zanu-PF supporters arrived.  They demanded Zanu PF cards and T-shirts.  When she told them she didn’t have any they assaulted her with sticks on her head, back and chest.

13 January 2002

·     At about 2 pm, a group of about 20 Zanu PF youths came to SM’s homestead at Musukutura Village.  They demanded her cards and she hand them her MDC cards.  They took her to Maregere Township where they beat her for about 3 hours.   The police eventually came and took her to the police camp where they took a statement and she spent the night. 

16 January 2002

·     Abais Dambuza, the headmaster of Simbaravanhu Secondary School in Bikita, was beaten up in front of the children at his school.
Suspected Zanu PF youths beat up the Simbarevahnu headmaster for supporting the MDC. He was stripped naked and the group of about 40 people took turns to assault him with iron bars and sticks. The headmaster later took refuge in Masvingo.

·     The headmaster and four other teachers at Chitsanga Primary School in Bikita were beaten by a group of Zanu PF youths for chanting MDC slogans in class. They later ransacked their houses the school was closed on 17 January 2002 as all the teachers had fled.

20 January 2002

·     Richard Chatunga and Richard Maphosa, both MDC supporters, died after they were assaulted by Zanu-PF supporters. Zanu-PF supporters Nhongo William and Musoro Shadreck have been arrested and charged with the two murders while a third suspect Mayenga Mayenga is till at large.

The three forced marched the victims from their homestead at night ordering them to denounce their MDC membership. They were assaulted with sticks in full view of about 140 other Zanu-PF youths. Maphosa collapsed and died yet the group continued to beat up Chatunga who also later collapsed. Both bodies were dragged and left in the bush. Chatunga died on arrival at Chikuku Hospital in Bikita.

Bindura

6 January 2002

·     A group of about 200 Zanu PF supporters came to PT’s house in Chiwaridzo at about 9 am on a Sunday morning.  The demanded that she come out and tell them where her husband was.  She told them she did not know.  They demanded Zanu PF cards and became abusive and threatened to kill her.  She locked herself in and they left.  At 2 pm they came back and she escaped through the window.  They chased her for about 10km.  She came back to pack her bag and they exploded something noxious in her face which immediately gave her chest pains and a headache.  They then beat her severely and left at 7pm.  Later they returned again and threatened her and she fled to Harare.  They later burnt down her house.

January 2002

·     Mr and Mrs Midzi, parents to MDC activist Trymore Midzi who was murdered in Bindura in December 2001, were evicted from their home following their son’s murder. Their home now being used as a Zanu-PF base.

·     Mr A Mhunza’s home In Chiwaridzo was petrol bombed by Zanu-PF youths and then occupied when he fled. It is now being used as a Zanu-PF base.

·     Abednico Chikuvanyanga, an MDC supporter, was evicted from his home. It is now being used as a Zanu-PF base.

14 January 2002

·     The remains of Moffat Soka Chiwaura were found wrapped in a plastic bag on Atherstone Farm that belongs to Nicholas Goche, the Minister of State Security in the President’s office and MP for Shamva.
Chiwaura was abducted from his brother-in-law funeral, Trymore Midzi’s, funeral on December 29 2001.

Buhera

18 January 2002

·     GM was travelling from Matimba ward in Gwelo Township when he was accosted by Zanu PF youths who asked him for his Zanu PF card.  They invited him to their base and when he refused to go with them, they beat him with bicycle chains and batons and logs.  They bound his hands and feet and took him to their base where they beat him again.  There were about 200 of them.  The hung him from the roof and beat him again.  At midnight they said they would kill him and stabbed him in the throat and continued to beat him till 6 am.  A policeman then came and protected him, he called for a police vehicle but as it was late, GM caught a bus to Murambinda Hospital.  He has suffered extreme physical and psychological torture and was unconscious for 2 – 3 hours.

24 January 2002

·     At 8pm a group of about 12 people came to 65-year-old PM’s homestead in Muteremuswa Village.  They accused him of welding spears and knives for an opposition party.  They broke down his door and assaulted him and dragged him outside.  They gagged him and beat him with chains and sticks all over his body and stabbed him in the chest with a knife.  He was unconscious for about an hour.  They also beat his wife with sticks and eventually ran away after hearing noises from the neighbours.  He was taken to Murambinda Hospital and was later transferred to Harare for further treatment.

25 January 2002

·     Zanu PF supporters arrived at EG’s homestead in Chief Makundi area. They broke the windows of the house, tore thatch from the roof and threw into the room.  They then threw two items, which exploded simultaneously and caught fire.  EG was severely burnt in the face, left shoulder and arm.  His eyes are now damaged.  Realising he was going to be burnt to death, he begged them to open the door which they had locked.  They opened it and pulled him outside and they assaulted him on the head and back with iron bars, and knifed him in the left arm and right ankle.

Chinhoyi

January 2002

·     James Chinyani, MDC district youth chairperson for Chinhoyi, was severely beaten and had to be hospitalised for treatment of his injuries.

Dzivarasekwa

17 January 2002

·     10 Zanu PF supporters came to SM’s house around 11 pm.  They broke into his house and accused him of being a MDC supporter. (He is the Chairman of Dzivarasekwa). They assaulted him with fists and open hands and stamped on his left foot.  He managed to escape, and they tried to petrol bomb his house.

Gokwe North

16 January 2002

·     CG was abducted and assaulted by Zanu PF militia and war veterans in Gokwe North.  He had his shoes removed and was beaten under his feet, and then thrown to the ground on his back and kicked in his abdomen. He sustained bruising on left lower back and leg.

24 January 2002

·     RK was assaulted by a group of Zanu PF youths at Chemusonde 37 market with logs, sjamboks and boots.  He was bruised all over his body and had several sjambok marks on his back and buttocks.  He had haematomas on both buttocks and on his left chest wall, and bruises on both elbows.  He experienced pain in his right knee and right hip and has severe backache.  He cannot walk as a result.

Guruve

13 January 2002

·     Kenneth Matope, an MDC supporter, was found dead along foot path in Guruve. Matope had been abducted by Zanu-PF youths the day before and taken to a Zanu-PF rally following an unsuccessful search for MDC cards at his home.

Gutu North / South

January 2002

·     Zanu-PF militia besieged Machingambi Primary and Secondary Schools, Chatikobo School and Soti Source School. They attacked teachers, threatening to kill them and assaulted some as well. The teachers fled leading to closure of the schools. The teachers have said they will only return after the presidential elections

Harare East

26 January 2002

·    Officers from the support unit assaulted Jonathan Banda and Noah Zhuwawo, both MDC supporters. The two were critically injured and admitted to Parirenyatwa Hospital for treatment.

Harare North

28 January 2002

·    TK was leaving Hatcliffe clinic at about 4pm when a group of people in a Mazda 323 stopped and accosted him.  They demanded to know where the MDC meetings were being held and the names of the people in the MDC party structures.  He was tortured by being squeezed with great pressure around his diaphragm and then had electrodes from the battery of the car attached to his inner thighs and under his fingernails and was given electric shocks.  They beat him on the head and legs with sticks and then forced him to swallow an herbal mixture that caused severe diarrhoea. He subsequently died in the Avenues Clinic on 4 February 2002, and a post-mortem result is awaited.

Hatfield

19 January 2002

·     Peter Sigauke, the MDC chairman for Epworth, had his house in Domboramwari attacked and property worth thousands of dollars destroyed.

Kadoma Central

15 November 2001

·     While TM was at her home in Monomotapa, Rimuka Township at about 6.30pm she was approached by 5 Zanu Pf youths.  They demanded to know the whereabouts of her husband.  She said she did not know and was ordered her to come with them to their base.  She refused and they tried to drag her, but failed.  They then started beating her with a sjambok and throwing stones at her. She was beaten all over her body, and blinded in her right eye. She collapsed and when she regained consciousness about 30 minutes later they had gone.

Kwekwe

7 January 2002

·     TM was assaulted by a group of militia at Mbizo.  He sustained bruises on his face, a haemorrhage in his right eye and a bruised neck.

11 January 2002

·     RC was assaulted by militia and sustained injuries on his right little finger and bruising.

·     RF was assaulted by militia and sustained head injuries that needed suturing.

12 January 2002

·     GM was assaulted by militia who came in a group to her house.  They broke inside and assaulted her using logs, whips fists and boots.  She sustained serious injuries on her back.

12 January 2002

·     TP was assaulted by militia at night and his sustained a fracture on his right hand which bled for several days.

13 January 2002

·     VH was stoned by Zanu PF militia at Amaveni.

·     NM was assaulted by militia and sustained multiple bruising on back.

·     EM was beaten by militia and sustained bruising on her chest, left forearm and lower abdomen.

·     JS, who is currently receiving psychiatric treatment, was at the Chilendira B plot 21 in Kwekwe.  He was picked up by the Support Unit (Police) who beat him with baton sticks and a knobkerrie for about 30 minutes.  The then took him to Amaveni Police Station where he was put into the cells where four policemen assaulted him until 1am in the morning.  The following day they returned and assaulted him from 10pm to 11pm using a sjambok and a knobkerrie.  His head was forced into a toilet and they beat him around his waist. They came back again the following day and assaulted him whilst he was lying on his back.  He was hit on his face and on his scrotum with a baton stick leaving him with extremely swollen testicles and bruising around his waist.

20 January 2002

·     JM was assaulted and beaten by militia.  His left ear was damaged and is now suppurating, and he had bruising on belly and left forearm.

21 January 2002

·     MD was assaulted by a group of 100 militia at a Zanu-PF base in Torwood.  He was beaten with hot iron bars on feet and ankles and sustained burns on both feet and anterior chest wall. He was also whipped on his right leg and on the soles of both feet.

·     IC was assaulted at the MDC offices in Kwekwe.  He was clubbed with a stick and hit be several stones catapulted at him.  He escaped and hid in the bush for 6 days before going for medical treatment. He sustained injuries on his lower right leg, on the dorsum of right foot and his right forearm and on his left iliac crest and left patella region.

·     Zanu PF youths came to MS’s house in Torwood Township at about 8pm.  They surrounded his house and started beating the door.  He tried to make his escape, but was apprehended and dragged to their camp in an old house on the golf course.  On the way they began assaulting him with sticks, sjamboks and an iron bar.  He was beaten on the soles of his feet and slapped on his face and ears with open hands.  Some kind of liquid was poured onto his head that has permanently affected his eyes, and his hearing is now impeded.   He was released at about 1 am and the police, who were waiting outside, took him to Kwekwe Hospital for treatment.

23 January 2002

·     JM was assaulted by about 20 Zanu PF youths at Amaveni Hall with logs, barbed wire, chains, and booted feet all over the body.  He had sjambok marks on his back, swollen feet, a swelling left chest wall and abrasions on his face.

24 January 2002

·     DM was assaulted by a group of Zanu PF youths in Mbizo (Maunganidze Rd.) around 8pm.  He was beaten on his right leg, shin, back, and neck.

26 January 2002

·     NM was assaulted by about 100 Zanu PF youths in Amaveni at about 6 pm, when getting off a bus.  He was hit with sticks and an iron bar and sustained injuries on his right knee, left arm, face and his left eye was bruised with a subconjuctival haemorrhage.

27 January 2002

·     MT was assaulted by a group of youth militia at about 6pm.  He was beaten with sticks and kicked with boots and sustained bruises and cuts on the left side of his face and back.

·     EZ was assaulted by Zanu PF youths at 9 am at Commoner Mine, Empress.  He was hit with a bicycle chain and sticks.  His hands were tied with a rope and he was thrown into a deep hole.  He sustained multiple abrasions on his head and neck, left shoulder and arms. Both hands were swollen and his middle finger (left) was septic.  He had bruises on his buttock and lower legs.

·     MA was assaulted by militia between 10 am and 4 pm.  His hands and feet were tied with rope and he was hit with bicycle chains, sticks and iron bars.  He sustained multiple bruises on his back, a bruised sternum, and septic lesions on left forearm from rope.  Both hands were swollen and two left fingers were broken. He was cut beneath his left big toe.

·     MM was assaulted by Zanu PF youths with iron bars, damaging his knee.

28 January 2002

·     NP was assaulted at her home at 2 am by Zanu PF youths who came in search for her brothers.  Her left arm was cut with a bottle and she was slapped about the face and head.

Kuwadzana

18 January 2002

·     TM hear that evening that the Zanu PF Youth brigade were looking for him.  At 3am on the 18th, a group of about 30 uniformed militias came to his house, blind folded him and abducted him They took him to with them, and then kicked him with booted feet, and cut him with a machete on his leg.  He was left for dead and was rescued at about 4 am and taken into town.

Lupane

29 January 2002

·     Jameson Sicwe, an MDC supporter, was hacked to death by suspected war veterans after he had been dragged from his home.

Makokoba

23 January 2002

·     Nurses at Mpilo Central Hospital in Bulawayo were assaulted for allegedly supporting the MDC.

January 2002

·     Joseph Mutsvangwa, of Makonde, had his tobacco barn and chicken run burnt down by Zanu-PF supporters. He was forced to flee the area as a result.

23 January 2002

·     Solomon Nemaire, an MDC supporter, was stabbed in the abdomen and back; died of the injuries he sustained in the attack at Mutare Provincial Hospital.

Masvingo North/ South

20 January 2002

·    Maxwell Mano was stopped at a roadblock in Mutani Village in Zimuto by George Rapozo together with unnamed Zanu-PF youths. He was accused of distributing MDC cards in the area and was assaulted for this.

Rapozo was convicted of assault with intent to cause grievous bodily harm; sentenced to an effective 6 months in jail.

Mufakose

19 January 2002

·     Tawanda Kembo, was beaten with sticks and stones by Zanu-PF youths. He sustained eye injuries.
Zanu-PF youths were dropped off in the suburb by a bus and the moved from door-to-door demanding party cards. Those who failed to produce them were accused of being MDC supporters and beaten.

Murehwa South

January 2002

·     Francis Matete was kidnapped and assaulted at Musami Business Centre by Dickson Admire Kasawe, Luke Sande Dehwa and unnamed supporters of the MDC. Matete was assaulted and left tied to a tree.

Kasewe and Dehwa were charged with kidnapping and assault and remanded in custody to February 11 2002.

18 January 2002

·     Zanu-PF supporters attacked Kuziva Sanyamahwe, an MDC supporter, at his home. Sanyamahwe sustained a big wound in the back of his head and died of injuries he had sustained.

Sanyamahwe was a teacher at Kadyamadare School in Murehwa.

Muzarabani

15 January 2002

·     Two female youths were sent to the home of CM and took him to Muzarabani Hall at about 1pm.  There Zanu PF youths accused him of obstructing the course of the party.  They then set on him in groups, laid him prone on the ground and beat him with sticks, rubber whips on his head and back. 3 groups in all beat him over 30 minutes or so and then released him.  He could not get to the clinic without assistance so he went to the police but nothing was done to the assailants.  He was later taken to the Guruve Hospital where he was given painkillers, and he later made his own way to Harare for treatment.

Mwenezi

22 January 2002

·     Smart Jongo, a settler at Malikanga Ranch, was shot and injured at by a farm guard at the farm.

23 January 2002

·     Two unnamed farm guards were shot and killed by settlers at Malikanga Ranch. The two were found lying in fresh pools of blood in the farm compound.

The previous day a shooting incident had occurred between a settler and another guard in which the settler (Smart Jongo, above) was injured in the thigh. However the guards killed had nothing to do with the shooting of the settler.

·     An unnamed farm guard was shot and injured by settlers at Malikanga Ranch on the same day. His stomach ripped open by a bullet and he was reported to be in a critical condition.

Pelandaba

20 January 2002

·     At least 20 people injured at White City Stadium, one of them seriously, when a clash broke out between Zanu-PF and MDC supporters.

On person was seriously injured and admitted to ICU at Mpilo Hospital. The injured persons included four police officers.

The clashes broke out when the holding of an MDC rally was disrupted by approximately 200 Zanu-PF youths already camped at the venue that had been booked by the MDC for a rally. The police used teargas to disperse the crowd.

Some MDC supporters were reportedly assaulted and tortured by the Zanu-PF militia gathered at the stadium while 11 were reported as missing.

25 MDC supporters arrested and charged with public violence over the incident.

26 January 2002

·     Mthokozisi Ncube, was beaten and stabbed by Zanu-PF supporters in a melee at White City Stadium on 20 January 2002 died of his injuries at Mpilo Hospital.

U.M.P.

10 December 2001

·     FG was at Manyika shopping centre when he was approached by a group of Zanu PF youth.  They identified him as a MDC activist and caught him as he tried to run away.  They took him to the War Veterans who beat him all night with logs, and with their booted feet.  He was held in a prone position and beaten mostly on his buttocks where he now has a septic wound.

20 December 2001

·     SC was assaulted at his house by 10 people who accused him of being in the Rapoko project.  He was beaten with sticks and kicked with boots suffering severe injuries in his chest and leg.  The next day they picked him up for a meeting and beat him again with a stick.

28 December 2001

·     Whilst attending a Zanu PF meeting at Kangara Shopping Centre in UMP he was accused of being an MDC supporter.  Though he denied this, they beat him in front of all the people there.  Four men held him in the air and they beat him with logs on his buttocks and slapped him in the face.

28 December 2001

·     FM returned to his homestead in Chief Nyajina’s area at about 5pm where 6 Zanu PF supporters were waiting for him.  They asked where he had sown the rapoko seed that he had been given by U.D.T., and told him to take then to the field.  When they got to the field, they accused him of getting seed from MDC and assaulted him with a log on his arm and on his arm and chest with clenched fists and his face with open hands.

29 December 2001

·     A group of Zanu PF supporters came to his homestead in Manyika Village when he was in the fields.  He ran away to Harare to seek safety.

·     MG was first assaulted by a group of militia at his house, and later at the Muskwe Business Centre at 3pm.  He was beaten with sticks, sjamboks and fists.  He sustained injuries on his right arm and buttocks.

·     EK went to visit a nephew at Muskwe village.  A group of about 14 Zanu PF youths came up and started beating his nephew.  They chased EK for about 2 km and threw stones at him, damaging his knee.

29 December 2001

·     TG was approached by a group at Muskwe Business Centre at about 10am and was forced to attend a meeting.  At the meeting he was accused of being an MDC supporter and was beaten with sticks.  He sustained injuries on his back and right arm.

24 December 2001

·     GC was surrounded by Zanu PF youths at his home and forced to got to a Zanu PF meeting at Kachombo District Centre. At the meeting he was accused of accepting sorghum seeds from Uzumba Development Trust, which they thought was linked to MDC.  They accused him of being a sell-out. He was assaulted on his chest and back with sticks and was kicked in his abdomen.

4 January 2002

·     At 1 am a group of Zanu PF supporters came to MP’s house and arrested her brother for a beating because he supported MDC.  She demanded to know where they were taking him and then followed them as they took him away.  They turned on MP and hit her twice with clenched fists and when she fell to the ground they set on her and beat her with sticks on her back and legs leaving her wounded on her chest and train track injuries on her back and right leg.

·     WN is a member of Zanu PF who was assaulted by 4 people at Kachombo District for being a member of the Rapoko project.  He was beaten with sticks on his buttocks and back.

·     LM fled his home after being warned by his father-in-law that Zanu PF supporters were looking.  He walked 30km during the night, in the rain, to make his escape to Harare.

·     A meeting was called in Mugabe Hall in Uzumba.  On arrival he discovered it was a Zanu PF meeting.  CM was pointed out as an MDC member and I was taken behind some bushed and eaten up with logs for about an hour. He sustained severe back injuries.

27 January 2002

·     CK was accosted in Murehwa by Zanu PF youths and asked for his Zanu card.  They accused him of having a false card and beat him with batons, kicked him and slapped him.  He was then forced to rape a woman in the Zanu offices while they all watched.  The woman Fungisai Mutemaringa from Mutoko was killed. The names of 3 of the perpetrators are:  Collin Zimura, Esam Kasambarawi, and Shambare.  CK has received bruising and a severe STD as a result.

Zvimba North

12 January 2002

·     Group of militia came to the house of HM in Mutorashanga demanding Zanu PF cards.  They stoned the roof of the house and HM was injured on his shoulder by a piece of falling asbestos.  His shoulder was fractured and he was unconscious for about 30 minutes.

·     Marx Chikore, the MDC constituency chairperson, had his huts burnt down and grain looted by Zanu-PF supporters. He was also assaulted
